POSITION TITLE: Child Care Specialist: Recruitment and Registration

STATUS: Full-time (35 hours), non-exempt, 75% Registration, 25% Recruitment

RESPONSIBLE TO: Registration and Inspection Supervisor

POSITION SUMMARY: The Child Care Specialist will coordinate efforts to expand local child care availability and support the success of existing child care programs by providing extensive hands-on services. This role requires ongoing inspections and monitoring of child care programs in homes, schools, and community spaces. The Specialist will recruit new child care providers, support them through the registration process, and provide inspections and technical assistance to promote high quality child care.

The Child Development Council has offices in Ithaca, NY and Cortland, NY. Office space for this position is located in the Ithaca Office. This position requires travel to child care sites throughout
Tompkins County, with regular travel in Cortland County and occasional travel in New York State.

? Reliable transportation and a valid driver’s license (required)

Life experience is recognized and valued; knowledge of child care operations strongly desired.
Study of and progressively responsible experience in a related field is beneficial.

PRIMARY RESPONSIBILITIES:

Recruitment

1. Recruit New Child Care Providers

a. Facilitate intentional outreach to recruit new child care providers;
b. Offer individualized support and information to potential new child care providers;
c. Offer intensive individualized support and technical assistance to individuals throughout the child care registration/licensing process;
d. Coordinate with colleagues for the delivery of training, technical assistance, the best business practices, resource provision, and regulatory oversight;
e. Advocate for child care and provider needs.

2. Data Analysis and Reporting

a. Collect data on recruitment activities and accomplishments;
b. Analyze data and compile reports quarterly or as requested;
c. Provide reports and data as requested.

Registration

1. Register and Support Child Care Providers

a. Process initial and renewal applications for registration with strict timeframes for completion;
b. Perform inspections of Family Day Care (FDC) homes and School Age Child Care (SACC) Programs according to the Office of Children and Family Services (OCFS) regulations and guidelines;
c. Respond to child care complaints in accordance with OCFS guidelines;
d. Work with providers to develop a corrective action plan if violations are identified;
e. Provide resources and support for non-regulatory programmatic improvements;
f. Respond to inquiries from providers about child care and regulations.

2. Provide Resources to Child Care Providers, Families, and the Community

a. Deliver resources such as child development information, training information, and health and safety equipment;
b. Respond to child care related inquiries; research and provide resources to providers, families, and community members or groups;
c. Present information to groups, classes, etc. as appropriate, in coordination with the supervisor.

3. Information Management

a. Maintain Confidentiality;
b. Maintain records and statistics as needed and/or required;
c. Maintain proficiency with OCFS databases;
d. Maintain accurate and timely case notes and any other necessary or required data.

GENERAL RESPONSIBILITIES

a. Attend team and agency meetings, and occasional board meetings as directed;
b. Attend other professional group meetings as required;
c. Maintain confidentiality;
d. Maintain reliable transportation and a valid driver’s license;
e. Perform other reasonably related tasks, both at the Council and in the community, as assigned by your supervisor.

COMPENSATION:

Starting Salary Range: $36,400 — $41,000, based on education, credentials, and/or experience.

Benefits: $9,500/annually in flexible benefits that can be used to subsidize health and/or dental care, dependent care costs, annuities, or taken in cash.
